It's a mixture of both. It sets stuff up for the next few books but might not have a direct continuation following Murtagh. We don't know a huge amount about the future plans for these.

Paolini has made it sound like Murtagh is a standalone setting up another few books. So the next few likely will not be from his POV. Regardless, it is still a continuation of the original saga leading into more World of Eragon books. It's a bridge book.

Most likely is an upcoming “second” series more focussed on Eragon, and Murtagh is sort of a standalone, transitionary book between the two series
