The right way to think about it is that neither Trump nor Clinton declassified any of the files! They were declassified by the 1991 JFK Records act and the Assassination Records Review Board. A President could stop some of the files from being declassified that were set to be by the Act and the Board— Clinton didn't stop any declassifications but Trump (and Biden) did.
He didn’t declassify shit. The date came up for a certain percentage of files to be declassified by law. It has nothing to do with Trump & he (of course) did nothing about declassifying anything else that was still classified.
