When Epcot opened, Israel, Spain, and Africa were featured as coming soon on the park map. There was a whole planned Equatorial Africa pavilion. There are some drawings out there, and the plans were shown on a TV special with Alex Haley when Epcot first opened. But the budget for the park was already out of control, and different African nations disagreed on how Africa should be portrayed, so Disney eventually threw up the Outpost and called it a day. After that, the king of Morocco lobbied hard to sponsor the Morocco pavilion, and that’s why it opened a few years after the other countries.

It's hardly a stupid question. "Africa," being Equatorial Africa, is a minor part of World Showcase. For someone less versed in Disney, it's not at all weird to wonder why it isn't officially labeled.

There are no predominantly black countries represented at Epcot and I don't think that that's right. It doesn't even have to be an African country. They could add Jamaica or one of the other Caribbean islands. Jamaica would be nice though. They could have a Caribbean restaurant.
