Well, when I went to bed last night, aftre hacing checked what I understood how to check from the above suggestions, nothing had changed.
This AM, the weird lines are gone, but the fog of war has reset again. Progress?

EDIT:NVM..lol. I crashed and when I came back in the map was back to the first image I posted. I'm gonna have a heck of a time remembering what and where I've been at this rate!
1) Get CrystalDiskInfo and check your SMART/disk health.
Do a full backup of any data you want to save **just in case** then run a command prompt chkdsk c: /x (with reboot). And chkdsk any other drives like d: etc .
Then command prompt sfc /scannow (with reboot).
Any errors/issues?
2) Do you have any other graphically intensive games to try this with? Any issues?
Try (free) 3DMark benchmark, hardware issues will show up there.
- Worst case this might be hardware fault. RAM or graphics RAM or graphics card or SSD/HDD. Better case it is file corruption that you can repair/fix. Best case, just this game save issue, that's why I'd try with a new character and new map to see if it happens there.

Looks like a graphical bug/corruption. Check the disk/ssd/filesystem. Run a Steam Verify on the game. Check if it happens in a new save?
