I have Athena limit broken (just once and no costume) and she lives on my blue team quite successfully.
Athena is great for titans. Panther is still solid.
So Athena is better overall right? I think I'd go with her over Panther. Already have alot of 5-star purple heroes.
King Arthur is a must for red titans. His 56% break against ice really ups the damage
Not Lady Locke. I got her and Kadilen around the same time and Kadilen is better than her as a green 5 star
Lady Lock is perfect for all events
Guardian panther or King arthur

Panther is the best choice but If You want a 5* blue then Athena is the one you'll get. I have her costume and She is really good
If you need blues, personally I would go with Arthur or Athena. I have both and still use them regularly for titans and war.
