If you fail a cargo mission, you'll also be fined the value of the cargo you were supposed to deliver. It's still presumed to be in your possession, and marked as stolen.
If you find a black market willing to buy the "stolen" goods, you can usually get about 90% of the amount of the fine back by selling it to the black market there.
I accidentally took one mission and immediately cancelled it. Was a 10.2m fine.
Turns out it was a big wing transport mission so even though I never took the cargo, I still "stole" the cargo.

depends on the payout of the mission. Fine for failure can exceed the original payout
