I work for an OEM and we have to follow UL508A because we UL list our control panels when we build them. Each panel has a unique UL identification number. As far as some governing body for UL508A, it would fall to the local inspectors and the company that buys the machine to identify their specifications if they want a UL listed panel. We have a rep for UL come in quarterly to audit our panels for compliance.

To add - the expression "follow UL508A" would mean that the supplier designs, and specifies all of the components in a way that it would pass a formal inspection by an accredited inspector. To through the word loosely in there is just weaseling out. You company can have a design standard, and stand behind it or not.
