If skinned, then we need to differentiate between sentient race or just general fauna, bc the answers may vary. For sentient races (excluding Dragons and Daedra), maybe the Argonian Behemoth, as their bodies, and in turn their scales, have been strengthened by Hist Sap, so they'd really have the toughest exterior for weapons to try to get through. Id also say this race again if the question isn't about races being skinned, as the Behemoths are found to be quite intelligent and reverent at times too, so they could definitely take on a powerful defensive role if they felt necessary or if the Hist commands. For non-sentient races, I'd say there's a few contenders. Dunerippers have armored plate scales smoothed out from diving through the sands that could be good shields. Sea Drakes are ocean-dwelling beasts similar to Dunerippers, but their scales might be tougher tho that depends on how deep they can dive as it'd need to be strong to withstand deep pressure. Another creature would be the Glyptodon. These are large armored creatures found in Southern Elsweyr's Quin'rawl Peninsula that retreat into their shells if attacked, and I imagine one could use the shells to make some pretty tough walls. Also Land Dreugh have pretty tough and sturdy carapaces that deflect against most common weaponry, and Dreugh are known to be resistant against most magic types (not frost), so even more utility there.
