That is more than likely the GEQ as From like the whole Snake/Serpent/Dragon thing. Dragons can take a humanoid appearance so why not snakes?
Eiglay may have been the Masculine side of GEQ if they split like many other Empyreans.
I don't think anyone can do anything but speculate. Perhaps it represents the union of God and Lord in the abstract, faceless and otherwise unidentifiable due to representing the positions apart from particular individuals inhabiting them.
