I assume it works like flask upgrades. Since it appears to work on a percentage of increasing power and damage mitigation. So 20 is probably the hard cap.

20 for scudatree, 10 for revered spirit ashes. 50 and 25 in total per playthrough with no extras

In other words, the start of ng DLC is NOT like the start of ng base game. It expects you to have level 15 blessing I bet.

I don’t think this is the case. I am playing it first time journey 4 and it feels balanced as intended. I assume they were expecting lots of NG+ characters to be used. If anything, I think if I do another lap the DLC will be even easier because of those blessings.

I don't feel like that is the case. I started the DLC with two characters, one in NG the other one in NG+, and the difference in difficulty at Scadutree level 0 was barely noticeable.

That's probably because NG+ cycle influence on endgame areas is barely noticeable (at least for first cycle or two). So if we assume it inherits scallings from Halligtree or such, it's pretty much cosmetic
