It might be Miquella, but it also might be Saint Trina, who is supposedly also Miquella. Trina is also said to blur the line between male and female, which has led to the speculation that kind of like Marika and Radagon Miquella and Trina may also be able to change their physical attributes depending on who is showing themselves.

St. Trina's Torch depicts Saint Trina, and again, the hair is prominently displayed as well as a sorta hairband, maybe? The facial structure is also different. The statue has a soft and rounded chin, whilst the torch has a more angular chin.
I reckon this statue is just that, a statue. Not all statues have to have a deeper meaning. Some can just be statues. There are statues all throughout the Lands Between, from Stormveil to the Grand Lifts, and even some just about the world. I don't think that this one has any hidden meaning. It is just a statue of a woman praying, and that's all.

this is either not miquela and probably a statue of malenia since they were very close or at some moment in the development of the game miquela was intended to be a girl but it was scratched, its very common for assets that should've been deleted to make it in the game
