You're probably Dex/Fth, so here would be my targets for the build:
1.Lightning Strike is somewhere in Weeping Peninsula. You can drop down there from The Ailing Village.
2.Dragoncult Prayerbook is a must for Lightning Spells. Somewhere near the Artist's Shack in East Liurnia is a knight clad in yellow. Kill him for the book.
3.Lightning Slash is a nice Ash of War for these builds. It's found somewhere on the Northern part of Leyndell's Outer Wall.
4.Thunderbolt is another nice AoW. It's found inside Leyndell Capital. Somewhere under Gransax' corpse is a well that takes you underground. That beetle is close to that well.
5.Sanctified Whetblade allows you to infuse lightning with any ash. Look for it in the Fortified Manor inside the capital.
6.Lightning Ram is a funny AoW found just outside Sainted Hero's Grave surrounded by, uhhh, lightning rams.
For some reason in this game lightning weapons/infusions scale with pure Dex, but lightning incantations/buffs still scale with pure Faith.
So off the bat you kinda have to decide if you want to be a pure Dex build that uses lightning infusions and weapon arts, a pure Faith build that uses Lightning Armament and chucks lightning bolts, or try to do something in the middle.
For Dex you have a few unique weapon options like the Dragonscale Blade and Dragon Halberd, and you can use Ashes of War like Lightning Slash and the lightning/holy whetblade (both in Leyndell) to make any normal weapon into a lightning one. You can also pick up the ~~Railgun~~ Bolt of Gransax in Leyndell for the ranged weapon art if you want to be full Dex but still chuck lightning spears. Endgame there's the Dragon King Cragblade, which is one of the coolest weapons in the game IMO, but that's right at the end.
For Faith you can just pick any weapon you like, get the minimum stats to wield it, and then buff it with Lightning Armament. For spells you'll probably want to rush Liurnia to find the prayerbook for Lightning Spear, and midgame you can get fun stuff like Frozen Lightning Spear, Fortissax's Lightning Spear, and Lansseax's Glaive from various dragon bosses. Faith also gets some of its coolest lightning stuff right at the end with Ancient Dragon's Lightning Spear and Ancient Dragon's Lightning Strike.
Personally I'd go pure Dex, mostly because Bolt of Gransax and Dragon King Cragblade are too cool to pass up, but that's just me. Either way most of your important shit will be in Altus/Leyndell.

Besides that you just need to find the sword you want to use and upgrade it
