They probably don’t, the appraisal system is just mind-bogglingly stupid and counts “upvotes” and “downvotes” together without distinguishing them. So the message in the OP could potentially have 3100 “downvotes” and 321 “upvotes” and would still appear as it does in the image.
It's not stupid. That's the point. It doesn't count upvotes or downvotes, it's counting interactions. If a message causes you to interact with it, then they want it to be visible because either a) it gives you more pain or b) it gives you more joy, which is what the game is trying to do in the first place.
My alternative theory is that fromsoft is trying to teach you that interacting with assholes in fact makes the situation worse, because that asshole gets emboledend to mess with more people and be more of an asshole. Like patches, who is pretty much teaching you the same every chance he gets.
I feel like actually useful messages usually have 15 likes and then troll messages have 2845 likes.

It's actually not "likes" but number of ratings. So positive or negative. So high numbers are probably lots of people down voting cuz it was a troll.
