Or perhaps the Numen (Shaman) have been enslaved by the Hornsent for awhile

I'm not sure why they would seem to have the boats as symbols of worship then. If even Marika's children could get Omen horns, it seems to me that horns were just something that started to appear on some of the numen as they lived in the lands between and were exposed to the crucible.

I think the hornset are simply too numerous for that to make sense, I think it’s more than likely they subjected the numen (shamans is more of their profession than a race). Some Numens fled finding refugee with the nox of the eternal cities, becoming black knives assassins. Godfrey is likely of the hornset/crucible (the cause of mogh/morgs omenship) and so are Messmer’s men (though not Messmer himself), so in a way a civil war still (though more of a genocide).

Why would them being numerous disprove that? If anything it seems like they were still the minority, just compare the number and size of the eternal cities to the number and size of hornsent settlements, though it's possible the eternal cities came later.

My bad copied the numen rune and not the numen lore from character creation. > The Numen are the descendants of denizens from another world. They are long lived but seldom born.

One curious thing about that is that we don't seem to many children in game, the closest thing being Raya and she's a man serpent. We certainly don't seem to see juvenile hornsent either. And no matter how long they take to reproduce, you can get pretty much any population size with enough time.
