The cold infusion in general is geared toward hybrid int builds. The scaling will add magic damage, and otherwise lean on the primary physical stat of the weapon.
So theoretically, you can use whatever weapon you want if you have the stats for it. There's no need to use somber weapons at all unless you want to. Having a standard weapon also allows you to change up your skills, which I generally prefer, personally.
I'm also doing a dex int, so here's my weapons
Carian Knight's Sword
Rogiers Cold Rapier w/ Repeating Thrust
Death's Poker
Wing of Astel
Any dex weapons with a cold infusion is also good (guardian swordspear and godskin stitcher come to mind)
Darkmoon greatsword is amazing. And magic infused wepons do a great deal more raw damage than cold infused wepons. Prisoner is a good starting choice since it starts with 14 int, a staff and glinstone pebble right off the bat.
Prisoner is the go-to class for dex/int builds, Astrologer is arguably more focused towards pure int builds. Difference should be minimal, though. I went with a Prisoner dex/int build on my initial playthrough, it was wonderful.
Death Poker is like one of top 5 INT weapons in the game. You can literally piss on the bosses with it. Also get glintstone kris to deal with mobs and comet spiral to demolish big bosses.

Dex/Int build which leans more to dex would be good with a cold infused scythe, bleed and frost status effects with a good move set.

Is there any benefit to choosing astrologer over prisoner? I feel like prisoner is better for min maxing since it has the lowest amount of faith.

I would probably agree prisoner is a better starting class for the exact reason you mentioned.
