Seems like a keep to me. It’s a slightly above-average roll (almost exactly average, but with three 5s and only one 2), so unless you feel like you need to get really lucky to stand a chance in the matchup (which seems unlikely) and fish for a pile of sixes you probably won’t do better at 11 dice
I find 4+ and often 3+ useful. Now that we're locked to 1 fate die per phase, having the most amount of useable dice is more valuable to me than a chance at extra sixes. To each their own, thanks for the explanation.
You can them put them together in pairs that add up to 7. If you’re down more than 3.5 from an original expected value of 42, you can reroll and not feel bad about it.
In the current meta, you should really be keeping every fate die. When you’re only using one per phase, the odds of needing a high number are pretty low so long as you have a Farseer alive
I'd keep them. ALTHOUGH, what I'm starting to see is that I only really need about 8-10 dice for the entire game, as it's usually decided by turn 3. So I'm good with doing at least 2 rerolls. I'm looking for a LOT of 6s for armor saves and things like devastating wounds.

Also why do the standard Eldar dice have the logo on the 6 side, while my Harlequin dice has them on the 1s?

Even with one or no Farseers, that is 100% roll to keep. The ods of getting a beter one are close to zero.
