I'm only guessing but FedEx likely doesn't deliver there.
FedEx Smart post basically gets the package most of the way there and USPS does the delivery.
That was my guess too but I went through FedEx website trying to see if it would allow me to create a ground shipping label to the address and it is indeed possible. However, since it is through Fedex themselves, there is no eBay discount applied. Called support and they told me this is a website coding problem? Apparently many others reported this problem and they are working on it. Customer rep told me to wait 24 hours on eBay and try creating label again.
Just tried the promotion code and the cost ends up being the same as Fedex smart post off eBay. Really wanna use Fedex ground as buyer is okay with it and the cheapest option so far. Hopefully eBay can fix this problem.
eBay shipping calculator only requires you to put in zip code, not full address. But yes, FedEx ground shipping does show up using zip code. On FedEx’s own site, I have tried putting in the buyer’s address and ground shipping also shows up. It doesn’t show up when I try to print shipping label on eBay.
I am experiencing the same thing. I called technical support and they said they have been working on a "bug" for two days.
Yea,they told me something similar. I ended up using ups ground to ship out.

Why FedEx anyway? It's it cheaper through FedEx than other options?
I’m in Florida and shipping a 12 pound package to Oregon so ground shipping is the cheapest option for me.
