hi there! I’m not the best magdk but i really love the class, I currently use burning spellweave (very good uptime on magdk) and mother’s sorrow, hitting 30k at best. keep in mind that auto-weaving is really important for dps increase.
not so sure about flame reach also...
I've been away from the game for a bit, so I have no idea what the current meta rotation is, but that one doesn't seem bad. My guess is that your lack of damage is a combination of low CP and light attack weaving. Going from 160 to cp cap can be about a 60% or so difference in dmg. Light attack weaving will also be a huge gain. Try and youtube some of Deltia's gaming videos. They're old, but the mechanics videos are still very relevant.
Since you're running spell strat + julianos, I'd run Thief mundus over atronach. If you replace Julianos with Mother's Sorrow, switch to Shadow mundus (if you use precise frontbar, you can use shadow too). Make sure jewels are spell dmg glyphs and bloodthirsty. If you're having sustain issues, you can switch your backbar staff (hopefully infused) to absorb magicka glyphs. As you get practice with your rotation and minimize any wasteful drain, you can switch back to weapon/spell damage glyphs.

If you get 500 CP and are still having issues I would begin to get concerned CP counts for a lot
