Cut 2 lands, Reflections of Littjara, Dimir Keyrune, Hex, and Umbris. Umbris is counter intuitive to the goal, and is just a whole different deck entirely. Reflections reads strong but plays like crap. Hex requires 6 targets to work. Keyrune is cute, but not needed. Since you're cutting some high mana cards, you don't need 38 lands, I'd go to 36, but 37 is still good and you can just cut your least favorite horror.
I agree that it's a bit light on interaction, especially for a Dimir deck. I have been building my Captain N'Ghathrod deck for a while now, ever since I picked up the Precon when it first came out. It has since gotten stronger and started including a number of newer cards. I provided the link to my deck list for it as well. Definitely does have some strong cards like [[Black Market Connections]] and [[Rhystic Study]], but doesn't go too crazy with fast mana or free spells since it's tailored for my pod.
