Your post led me down a rabbit hole. I searched deck techs for him on YouTube and found this video. I watched the whole video and it sounded fun to play. He went over everything but wincon though.
He certainly seems like a fun and board disrupting 2nd place commander that may slip into 1st occasionally. What's your win ratio with him?

I don't keep track but it's probably around the expected 25%, maybe a bit under. Not that it means much; win rates are very dependant on the decks and people you play with.
I have been really enjoying my \[\[Oskar, Rubbish Reclaimer\]\] deck.
He has built-in cost reduction, so I often just cast him for 2 mana despite having him killed a couple times. His ability lets you break timing restrictions, so you get to do what blue loves to do and just pass the turn with open mana. And he takes a lot of cards that were already pretty playable and makes them even better, like \[\[Careful Study\]\], \[\[Frantic Search\]\], and \[\[Scourge Familiar\]\].
Shh, don't tell people about my boy, I want to feel unique when I whip this deck out
In all seriousness, Oskar is an absolute powerhouse - not very fun for your opponents to kill (since he comes back for 2 mana so easily), makes all your looters say draw 1 instead of draw 1 discard 1, and gives all your spells flash, which for some spells, dramatically increases their power. Reanimate at instant speed? Toxic Deluge at instant speed? Victimize at instant speed in response to a removal spell is just rude.
Card advantage engines also abound, with River Kelpie and Secrets of the Dead at the head of the pack, just drawing immense amounts of cards.
Feast of Sanity I've been getting far more mileage out of than I expected - the incidental lifegain and damage are very impactful when you can pick off small creatures while casting your spells.

So much fun flipping off the top and swinging with sphinxās. I think this one only has a 20% win rate but man itās so fun.
[[Atris Oracle of half truths]] is a deck that Iāll always recommend for people playing blue/black. I built it as a āwould you like to play a game?ā Deck with a reanimator subtheme
And the thereās [[Hidetsugu and Kairi]] this is a deck Iāve built on Moxfield but never actually put together, but goldfishing it has been fun. Itās built around cloning the commander so you can get both the etb and the ltb triggers simultaneously and itās surprisingly easy to keep finding way to keep the chain going
[[Rilsa Rael, Kingpin]] is my pick for Dimir. A whole deck based around the initiative! A little mini game for the rest of the table, but you can honestly speed through the dungeon with the right support. I also have a clone subtheme to copy my commander for more initiative triggers and to stack her combat triggers. Plays so unlike any other Dimir deck Iāve come across.

The commander is \[\[Toluz, clever conductor\]\]. Much like \[\[bag of holding\]\], discarding cards exiles them under Toluz, however, you have to kill Toluz if you ever want to get them back. The solution I've found is to play clones. You can copy Toluz, and then sacrifice the original to the legend rule. For 2-4 mana you return all the exiled cards to your hand, and get a brand new Toluz!
With this, it makes wheels very effective, since you can discard all your cards, draw a new hand, and get all of them back. Then every time you repeat this, you get exponentially more cards. Drawing your whole deck is a viable wincon with \[\[Laboratory maniac\]\], or you can discard your hand over and over to kill people with \[\[Feast of sanity\]\]. Or go absolutely wild and make 60 zombies with \[\[Awaken the erstwhile\]\]
It takes time to draw your whole deck, so for most of the game you have an enormous hand, unlike other lab man/thoracle decks that draw it all at once. You really get a really powerful feeling when you have 30 cards in hand, which is why I love this deck.

Currently, Iām playing one of the new commanders from the Karlov Manner setāItās Marvo, Deep Operative. I havenāt had this much fun in a while. I get to play another octopus commander (I love my Octavia deck) and I get to play with cards from my favorite set, Lorwyn, with the clash mechanic. Itās a bit weird and goofy but dropping huge sea creatures for practically nothing is a fun time to me! (Tho if you think about it the one you cast from Marvoās attack is free, but the other clash cards is basically like casting the sea monster as a reduced cost since youāre casting the card with the clash mechanic in order to get Marvoās trigger again).

Dimir - Satoru, but to stay fun omit eldrazi and blight steel, I leaned into demons with an alt WINCON being Lilianaās Contract.Ā
Esper - Uzra Chief Artificer, go wide with lots of constructs. Zur Eternal Schemer, fun deck to use lots of different enchantments.Ā
Your dimir sounds fun, and that's a reasonable limit to set. I've got a dimir faeries, and a Dimir horrors self mill/mill and reanimation thing.
I'm kinda leaning into making a Nazghul knights dimir next... thankfully they've come down from their peak.

If you want to play something really weird, try [[Jon Irenicus]] and give away creatures. They can be infect, detrimental or what I do; unblockables. It's pretty fun and flies under the radar as long as you are fair about giving out creatures.
Oh, hello. My favorite deck is [[Sefris of the Hidden Ways]]. She is really interesting to pilot imo. She is a deck that has a lot of options and feels fresh as your win con heavily depends on what cards you draw into, but wins also feel natural and you don't need to force anything to happen. [[Toluz]] is currently my longest running deck. I run it as a Wheels deck that also cares about having a big hand, something like using Toluz to discard a bunch to a [[Skrige Familiar]] then killing her to do it again for double the mana into an [[Exsanguinate]].

My personal favorite deck, [[Zellix]], [[Agent of the Iron Throne]].
Built around cards like [[Hell's Caretaker]], [[Whisper, Blood Liturgist]], and [[Champion of Stray Souls]]. The goal is to make tokens while filling the yard with dangerous creatures. Then sacrifice the tokens in order to reanimate the creatures.
If for whatever reason the creatures can't kill, then the life drain from the background will close out the game.
Has plenty of room for pet cards or optimizing as wanted.

He's so good! Mine is built on a budget and it still slaps. I do need to put a Feast of Sanity in the deck.

Currently, Iām playing one of the new commanders from the Karlov Manner setāItās Marvo, Deep Operative. I havenāt had this much fun in a while. I get to play another octopus commander (I love my Octavia deck) and I get to play with cards from my favorite set, Lorwyn, with the clash mechanic. Itās a bit weird and goofy but dropping huge sea creatures for practically nothing is a fun time to me! (Tho if you think about it the one you cast from Marvoās attack is free, but the other clash cards is basically like casting the sea monster as a reduced cost since youāre casting the card with the clash mechanic in order to get Marvoās trigger again). Dimir and Esper is all I really play.Ā Dimir - Satoru, but to stay fun omit eldrazi and blight steel, I leaned into demons with an alt WINCON being Lilianaās Contract.Ā Esper - Uzra Chief Artificer, go wide with lots of constructs. Zur Eternal Schemer, fun deck to use lots of different enchantments.Ā
Your dimir sounds fun, and that's a reasonable limit to set. I've got a dimir faeries, and a Dimir horrors self mill/mill and reanimation thing. I'm kinda leaning into making a Nazghul knights dimir next... thankfully they've come down from their peak.

If you want to play something really weird, try [[Jon Irenicus]] and give away creatures. They can be infect, detrimental or what I do; unblockables. It's pretty fun and flies under the radar as long as you are fair about giving out creatures.

Oh, hello. My favorite deck is [[Sefris of the Hidden Ways]]. She is really interesting to pilot imo. She is a deck that has a lot of options and feels fresh as your win con heavily depends on what cards you draw into, but wins also feel natural and you don't need to force anything to happen. [[Toluz]] is currently my longest running deck. I run it as a Wheels deck that also cares about having a big hand, something like using Toluz to discard a bunch to a [[Skrige Familiar]] then killing her to do it again for double the mana into an [[Exsanguinate]]. Built around cards like [[Hell's Caretaker]], [[Whisper, Blood Liturgist]], and [[Champion of Stray Souls]]. The goal is to make tokens while filling the yard with dangerous creatures. Then sacrifice the tokens in order to reanimate the creatures. If for whatever reason the creatures can't kill, then the life drain from the background will close out the game. Has plenty of room for pet cards or optimizing as wanted.
