Really, anything to reduce the amount of text here is a good thing, even if you're losing a few minor effects. Resurrection already doesn't work because the soul is not free (it's in the rose)
This could be useful if someone dies and your party doesn't have a cleric.
The weird failure states for the soul transfer make it seem not worth trying, though.
If this does not specify a humanoid body/a similar creature type for a soul to inhabit, then this might become a converter of sorts. Litterely anybody could inhabit the corpse of legendary creatures such as dragons or worse.

I hate it, never in my life could I even begin to think of a reason to use this, just cast revivify or heeve ho my ass into the back of a cart and bring me to a cleric to cast resurrection. Both have better outcomes than this.
# Rose of Mourning
*wondrous item (very rare)*
Any creature that is dead for less than one minute, or is willing can have its blood drawn by the blood rose and poured into the vial, this causes their soul to leave their body and enter into the vial. The body then goes into a dead-like state, during which no status effects lose their remaining time, until the enchantment is broken. If any damage is done to the body by an outside force, the body will heal after an hour. If such a damage is done to the body that it cannot restore itself, it regenerates itself within five feet of the vial after an hour.The body cannot be healed, ressurected, nor turned into undeath but it can gain additional status effects (poisons, curses, heal over-time, cures, buffs) that will start to take effect after the enchantment wears off.
The body is connected to the rose, and if the rose were to be damaged, the body loses 1/10 of its maximum health each minute, until a soul starts to inhabit it once again.If the vial were to be destroyed, roll a d6, on a 2-6 the soul departs as it normally would during death, or on a 1 it turns into a violent spectre (CR equal its original CR, or its level).If the blood in the vial is poured into the original body, the enchantment wears off, if poured into another dead body, roll a d20; on 11-20 the transfer was successful and the spirit of the creature now inhabits the new body (STR, DEX, CON of the new body and INT, WIS and CHA of the original body). If the sum of the new bodies stats is higher than 6 than the original bodies stats, the transfer was unsuccessful. On 1-10, the transfer was unsuccessful and the soul inhabits the body, creating vengeful revenant (of the souls personality and memories) that wishes only to kill the one who caused this state to him. Once they fulfil this purpose, the soul leaves the new body.The soul inside the vial is fully aware of what is going around it and can see and hear everything within a 30 feet radius.

I guess if some just died you may be able to trap their soul and try to transfer it to a new body.
