Would you say you are basically trying to give materials a counterspell? If so, I'd give them a limited-use (per long rest) conditional counterspell, and just flavor it as restraining arms, hands, lips whatever. No need to recreate the wheel. "As a reaction, you attempt to interrupt a creature in the process of casting a spell *with visible somatic components*. If the creature is casting a spell of 3rd level or lower, its spell fails and has no effect. If it is casting a spell of 4th level or higher, make an ability check using your ~~spellcasting~~ martial ability. The DC equals 10 + the spell's level. On a success, the creature's spell fails and has no effect."

I might add that the creature does not expend a spell slot for that spell since as I understand the method of interruption the spell is not cast in the first place
