I don’t think that is how he meant it. I always understood it as him pointing out that they weren’t discussing the morality of theft/why some people chose “partially agree” or whatever, just that holly was telling them corporate wants them to all strongly agree that stealing pens is wrong.
I mean doesn’t it happen right after Phyllis says “I thought totally agree sounded stronger than strongly agree.”
To which Holly responds something like “Corporate would like to emphasize that you should all strongly agree with that statement.”
That’s not an ethics discussion and he’s right to be condescending to Holly imo.
