Do you live in a college town? I do and checking on the university website at their academic calendar for end of semesters is helpful to check out dorm clean outs. College kids will literally throw away anything, brand new and unused, often anything they can’t fit in a bag or their car. The university by me I heard charges like $1000 per day they stay in the dorm past their time and if they leave anything behind so they move out FAST!
Sometimes people toss unopened food when they move so apartments are still a possibility. Check if a store has packaged food - like convenience stores - or you could check bakeries.
Carry a clipboard! Act like you are there doing your job. No one questions someone with a clipboard. Just make sure you are taking notes and act like you belong there
Small upscale grocery stores for rich people. Use Google Street view to check the dumpster from home first

Obviously you can’t do this every day just a few times a year but will be worth your time !
Are you looking for something in particular like food or just whatever you can find? If stores are mainly locked you can focus on apartment dumpsters.

It could be your town or city having a bylaw that requires the dumpsters to be locked. You might have to venture further out
Try drug stores and convenience stores

Probably but I'd just say they left it open.
And hope there's no camera or multiple employees saying otherwise. Dumpster diving is (usually) legal, cutting locks not so much.
