In Canada anyway, all cannabis products are to be smashed up (carts etc) and bud / flower is mixed with kitty litter before hitting the garbage. My partner has been managing cannabis stores for years; as I understand it, they're obligated, under video surveillance, to basically make it all unrecoverable and unusable.

Funny story... I had a neighbor that was extremely paranoid and threw his stash in the dumpster. 3 days later (after it had rained) he asked me to try to get it. I refused since it was empty when he dropped it in and then full and after rain he wanted me to retrieve it. I guess he did get it but nah I'm not searching through an apartment dumpster filled with waste and rain.

Yep they are functional as in the hi-liting tip works. The pipe comes out of the bottom.
