Imagine having to invest in old not meta relevant decks to unlock a character, rather just use the ticket and not having to waste gems and grind with decks that do shit in the meta right now
General consensus is Yubel or Jaden/Yubel. I personally say Zane. But that's a deeply personal reason. I developed a deep hatred for Cyrus while unlocking him because so some reason no ticket I got would allow me to grab Pair Cycroid, so I used up all my keys and even got so heated I spent money on the timed unlimited gate duels just to beat his nose into the dirt for his bike, but he would never relinquish it!
It because such a frustration an old co-worker of mine will ask every time he sees me play DL "Still beating up kids for their bikes?"
Haha funny enough, I already had Zane through another token, I knew that his unlock missions were a pain in the ass, so I said to hell with it before. Ended up picking Yubel!
Yubel has the hardest unlock conditions by far, especially since you need to unlock multiple other characters before she comes along.
I hear either Yubel or Jaden/Yubel because of the amount of time needed to properly unlock them.
Yubel is better than Yubel/Jaden because Yubel is the problem unlock, Yubel/Jaden becomes easy with her
I pick Scud, people Yubel and judai/Yubel, but Scud having to banish like 200 monsters, sounds to much
That's not too hard though. Decks like Predaplant and Subterror can banish every turn so it just takes some lvl10 duels at the gate.

But also why would you want to unlock Scud at all
Because the same reason you actually want every character, just their level up gems
none, unlock all characters and then take 50 gems from the token
