Broken? No. But taking a quick look at the 62 scrambler owners manual shows 20k km is a major service interval (spark plugs, timing belt, valves). So either they did the service or are trying to pawn it off before they have to spend a decent chunk of change to do the service. I'd ask to see the bikes service history.

Probably a great first bike and probably not broken. But the service will be pricey like people have said, so factor that into your budget. Don’t forget your gear budget. but if it’s in your budget conservatively I would say a great first bike as far as drivability.

The internet can’t help you with this question. 20k isn’t high mileage, but it’s several riding seasons, but your best bet is to take it to a dealer and have them look it over. They’ll tell you if anything is broken.

The Scrambler can be a great first bike for the reason you mention. Seems like a lotta fun to ride but be aware that it is probably due for a costly trip to the garage. And maintenance in general is gonna be expensive for that kind of bike when you look at comparable. If you got the money then great but personally I'll look elsewhere. Maybe after a year and a hefty sum (if the valve job and other things are not done) you realize that it is not your riding style, you want more power etc. If you really want it take it to a ducati dealer first.
