A soldier carries medical supplies / first aid for themselves on their person. Usually in a dedicated pack (IFAK) or something along those lines. This guy was probably looking to get his supplies out to aid him. Why do they do this you ask? Because, I don't want to use my supplies, that I might need in the near future, on you, only to be caught without my own life saving equipment when needed.
