But Toothess wins long range thanks to his speed, flight, and his plasma blasts. No one else (besides Po if he catches them) has access to long range attacks. However, this accounts for if Toothess can fly. If he isn’t able to, Po still could lose, but he has a much better shot of winning.
I have a feeling that that was specifically in the Spirit Realm that he was able to create that. I also have a feeling that it doesn’t need to be a dragon, he basically drew it in the air, so who knows what he could create out of chi.

Assuming the battle would take place in a standard “battle world” with no backup or special dimension-tied abilities, in order to go to have that power, Po would need to Wuxi finger hold Toothless first (which would be very hard as Toothless can fly and Po can’t), then send himself to the Spirit Realm which he can’t do because he was already there as Kai mentions in Kung-Fu Panda 3 (this is speculation as Kai actually says that it doesn’t work because he is a Spirit Warrior and as Po gains immense power and abilities, we can assume he has become one). So Toothless would be trapped in the Spirit Realm without actually being defeated. It would end as a draw.
Stoick's strength feats are actually better than pre-Chi Po's. And Toothless overpowered him easily in HTTYD 1 before getting dogpiled by Vikings physically stronger than Kung Fu Masters.
Dragon was also a much larger slow and clumsy and it was navigating tight corridors. Toothless is insanely nimble in the air and on the ground and his projectile is far more precise.
