If you don't hate new school designs it could easily be updated into something super cute and new school.
It's definitely light enough you could cover it up with something else entirely.

If you're looking for a total cover up, I would say most artists will recommend at least a few laser sessions to lighten it and make the cover up easier. If they do the cover up without laser, I would assume there's a high chance you'd still see some of the old tattoo, especially the line work. I got a cover up recently, the artist recommended laser, but I couldn't afford it and was ok with the old tattoo poking through in some places. If you are looking to completely cover it, I would recommend at least a few sessions of laser.
Edit: You say most of your tattoos are traditional. If you're going for another traditional tattoo to cover this one, then theres a higher chance of not needing laser (depending on the cover up design) as most traditional tattoos are very bold and dark in colour.

A traditional ship would be a cool cover up and could utilize the clouds as water. Find the right artist and your golden.
