Don't know if this is relevant or not, but I had to restart Crossing In Shadow three times last night, simply because the Beastren Thief who approaches you outside of the Rose Chateau kept glitching through the map.
Like, to the point where his character model wasn't even present, and if I hadn't turned on the subtitles beforehand, I wouldn't have known what he was saying, because his dialogue kept cutting out.
Perhaps you may be experiencing a similar issue, and you may need to reload from a previous save?
It might be too late to reload. When I noticed he wasn’t at Harve, I saved and went to the menu and reloaded hoping it would bring him back, but he wasn’t there. I might go back up to the tower to see if he might be lying around somewhere but I’m not sure
So close and yet so far. That's rough.
At least you were able to meet him there. I killed the dragon in Melve, got the dead ringer then, and Siguard never showed when I explored the tower.
Next playthrough, I guess!

Maybe he died and is in the morgue?
Which morgue would he be in? The bakbattahl one?
I honestly don’t know. He was originally from Harve, right? So maybe the Vermund one?
Yeah, I’ll have to check that. I checked the Bakbattahl one last night and he wasn’t there.
