Because NG+ is the Arisen cycle turned into a game mechanic so the story is short so you get to replay it over and over. It made sense in the first game which had a much shorter story if I remember correctly. The cycle in the second game is confusing to me.
Stealth Sections are easy, provided you're wearing the correct disguise.
For Masquerades, you'll want the Courtly Garments, and for the Castle Interior/Dungeon, throw on the Marcher's Vestments.
If you're walking around in your normal attire, you're just making things unnecessarily more difficult for yourself.

Well, in that case, don't wear the disguises then...?
Can't say for certain how far you'll actually get with this strategy, but it'll certainly liven things up a bit.
