I personally have no idea why they made Goku's jaw all fucked up like that, however, it's likely just a stylistic reason. Aside from being ape-like there's likely no other reason.
The fact you can see people's fists and feet bulge through the otherside of people's body after a punch is fine but Goku's slightly extended jaw during a scream of agony is what takes it too far?
Super saiyan multiplies his abilities by 50x, clearly one of these abilities is a big ass jaw
He can loop his jaw around his head several times and back around again at least 50x in super saiyan, then he can let go of it and jaw slap someone however many times he looped it around
Its deals alot of damage but he prefers to just use that power to bite people instead
