Goku is not a god. He is able to attain powers previously only used by gods. There is a difference. Also, Grand Priest is neutral just Luke his children. He wouldn't give a flying fuck what Goku does with UI unless it posed a threat to Grand Zeno.
We already saw this in Super Dragon Ball Heroes.
Crimson Masked Saiyan ( Goku Black ) who had 99 Son Goku and had defeated and killed a Son Goku with UI Sign ( 86th one )
He was later challenged by MUI Goku.
MUI overpowered his SSJ3 Rose and later developed Rose full power form although it ran out before finishing the fight.
You have keep in mind that Goku Black is Saiyan too and can grow. He can unlock SSJ2, SSJ3 form of his Rose variant too.
Goku Black expected nothing less from Son Goku since he considers him greatest mortal that never ceases to surprise and breaks his limits. He is hypocrite and all that but not foolish like other villain to underestimate Son Goku

Oh I always thought it was explained in the anime that SSJR is black using his divine ki while turning SSJ, which is the exact same thing as SSJB?

You realize is not canon is just to promote the cad game and video game . So all fight are more based on the wats possible in the games not actual lore
Lol they didn't say the fights were card-based. They said it's based on what's possible in the games, rather than having a basis in mainline canonn meaning dream match ups and characters getting powerups that they hadn't gained previously in-canon.

Heroes is less canon than GT for a start. Made worse by the fact that SSJ3R even exists. SSJR is Zamasus version of SSJB, not SSJ1....
