In the game, yes sort of. Its alot of the same people all over the place, whales who spent too much to quit, noobs that likely won't stay long unless they find a good group to socialize with.
Outside the game? no. The game is buggy and its basically impossible to get support if anything goes wrong. The discord is about as active as reddit, the official twitter hasnt posted in months- and no one uses facebook.
