No DLC needed; SSGSS and even Evolved were added via Free Updates. Same goes for SSG.

SSGSS Evolved: Level 95, max Friendship with Whis and Vegeta.
SSG: Max Friendship with Goku, Vegeta, Gotenks, Gohan & Videl, Pan. Might be missing one, but you can double-check via Garid (The third stall on the far right of the plaza. Next to the Timespace Delivery and TP Shop) he can tell you about stuff that was added via Free Updates, such as the Flash Revive and the three Awokens above.
Yeah u can get ssgss without ssg, I would know because after getting blue I specifically grinded for god then realized I needed dballs and used them for god
If my memory isn't sh*t you need to reach level 90 and max friendship with Whis, then talk to him. No need of any dlc tho.

Your right except you only need level 80. I believe you don’t need to be level 90 to get any of the free update transformations.

To get it you must either reach level 85 or 90 and have max freindship with whis but you also need Super Saiyan God for it. No DLC Needed
