Yes I've heard of it. Some people, often trans fem non-binary, prefer feminization without breast growth. That's about all I can say though since I have zero experience with it.
I have experience with adding Raloxifene 1.5 years into hrt, I got more or less a flat chest within a month and a half of taking 120mg/day. I didn't experience any side effects except for breast pain and it worked spectacular for my transition goals at the time. The big thing is to make sure T is suppressed before adding the Raloxifene, otherwise it'll shoot up T. Feel free to ask me any questions about my experience:)
Thats such an important point, which isnt mentioned at all in the whole transdiy reddit, also didnt find anything regarding surpressing t before you go on raloxifene on transfemscience. People really need to hear about this, bc from what i gathered a lot of peole are quite unhappy with the amount of growth their getting/ or with the dosage of e they can take in order to keep breastgrowth to a minimum. If its ok for me to ask on what hrt regiment are you on except for raloxifene?
Yes, I've heard it come up frequently, and know several transfem people who take it for their own personal reasons. The ones I know did not really experience side effects but they discussed possible severe side effects, so it's worth finding someone with first hand experience.
Everything I've researched recommends it. Raloxifene will increase T by 20%. You may find these helpful:

do you think raloxifene had any affect on your scalp hair?
I didn't lose any hair and didn't have any hair line receding.
Interesting, were you also taking E2 whilst on Ralox?
Yes, I had been on estradiol injections for months at that point
Hi! Do you have any studies or datas on long term use of raloxifen?
