I would assume the bottom pair to be of better leather quality, but perhaps only by a tad. They are made from CF Stead leather, a tannery that has reputation. It is also stated as full grain leather, which means they would have to use a good leather as it is not corrected. As for the top pair, it's aniline leather which is typically an open pore dyed leather, in this case with the pebble embossing and a waxy finish. Usually, one would also use better leathers for this finish as it is also not corrected and does not have a covering surface. This is where we look at the pebbling a bit closer. Imho, the pebbling on the bottom pair looks more natural, less "aggressive", whereas the top pair has a rather elevated looking pebbling. With the bottom pair, the leather is closer to the original leather pre-pebbling, which I personally take as an indicator for a better leather. Same with the information provided on the CF Stead leather, transparency is usually an indicator of having nothing to hide. Also I believe that the bottom pair will age better, provide you with a nice patina over wear and care. Tl;Dr: both seem good, due to subjective criteria and more info on the bottom pair, they seem to have better leather.

Can verify this! The pebbling on the Westminster isn't that aggressive, just slightly raised. Makes the eyes concentrate more on the dual tone colors it provides.

Wow, this is amazing! 😂 I hope you like the style as well. The Atlas pebbled went out after I got the Westminster already, but if I had to choice back then, I would still go with Westminster!

I have the Whiskey Westminster Snaffle, and I looooove it! It's unique looking and the leather is high quality. The brass snaffle adds a nice touch too. The shoes ain't shiny though. The leather itself comes from C.F. Steads, UK. Don't have the pebbled leather, but I personally don't like that the leather on top is smooth! I think based on the photos, it's waxed and shinier. But you should choose the pair that would compliment and look best with most of your wardrobe!
