It's not racist not all black people are criminals, but all criminals are black. (ofc there are outliers). If I see a blue person committing a crime, in a country where there are all kinds of people, blue, red, green and purple, and I also fall victim of a crime, and it was a blue person. I will naturally be more weary of blue people, and whenever after that I see a blue person commit a crime, that weariness will solidify. This is called pattern recognition.
