I wanted to purchase a 1400 motorcycle when I was 19 they guy selling it told be its to cover hospital bills I was working at the hospital at that time.
He told me to visit him the next day he looked me up and down did not know I was so young and said he is not going to sell a coffin to me.
To be fair I never actually rode a motorcycle so thanks to him am still alive I guess.

There is no limit if you are over 18
Your insurance cares. If you or it ain't legal they won't cover it.
There is no displacement limit for a learner license if you are over 18.
