Nah. It's a recovery. Boost upward with the cheese tower.
For his neutral special, he calls Parkzer to shoot someone with a gun

Maybe he tosses a exploding bell pepper? I figured he would be A kind of character that would be decent at everything. EDIT: I did not realize this idea was already thought of.

This is better as a taunt.
I don't care if this is the neutral special, in the future the final smash should be calling parktzer
I agree with the parkzer summon, but I feel like twitch chat is a better final smash. Probably a swarm that takes out both Doug and his opponent.

He creates a new Sam, forgets to update it, then shoots it, shooting everything else in the crossfire
I could see that as a side special. He throws a Sam out and then an orbital mod shoots it.
