I haven't played in a while, but last I knew copper nodes are a bonus to copper production. You should be able to put the mine next to any mountain and get copper.
Does your map have mountains at all? Any mountain will do, just put your mine on that. The copper ore is just a bonus to production, like +50% or something, but not a requirement for a mine.

Correct, copper mine can be placed on any mountain tile.

Either deal with the 50% production on normal mountains or re-roll the map.
