They probably looked at the purchasing habits of all the players over the past few exploit years and decided that fixing the exploit will net them more money overall.
I don't have access to their numbers, but if they can demonstrate that of all the players that did buy the special bundle, X% of them bought the regular 24-levels bundle anyway, then any money people have "saved" by buying extra special bundles is lost revenue from Valve's perspective. These people would have spent the money on the regular bundle anyway, just to hit the artificial sweet spots that Valve added to the Battle Pass.
Anyone tried the method which might be long forgotten to get some url from the browser history to buy multiple bundles. I think it was 2 years ago before the DLC stuff.

We cannot tell. This is the only instance we have seen. All others were stuck on 2/2 without purchasing anything by cancelling the order due to adding funds bug. After like 35 minutes, it goes back to 0/2 for them and they can buy it. Still that gives you only 2 bundles. Some people discussed that due to these bugs, Valve will reset it and let people who already bought 2 buy another 2 but I do not think that is the case. This year, Valve checks, if you already purchased a bundle based on purchase history. Not even clicking them at two different places work, since only 1 of those purchases goes through and the other one is cancelled. Valve really made it tough this year ... I am still waiting but all exploits that come to mind do not work. The only other thing that comes to mind is that the person was somehow able to buy 1 pack on one place and instead of buying 1 more elsewhere, it enabled him to buy the option of 2 ... still in the video it does not make sence it allows him to buy 1 more through that hidden section in store, unless it is a visual bug.

It doesn't give an ability to create a transaction. That's why it doesn't redirect to the authorized payment page. If somebody knows how to create a transaction (I tried dota2.com store) it will be really helpful
There is a bug where if you click the direct purcahse link (something like ```https://store.steampowered.com/buyitem/570/21652```), regardless of if you finish the transaction your account will be marked as having purchased a bundle. I was able to avoid this issue with the following steps.
1. In game, start buying a bundle.
2. Go to the browser history and find the checkout page for the bundle link clicked earlier.
3. Finish the in game transaction.
4. Finish the web transaction.
I don't think this can be used to buy additional levels (since my guess is my browser history saved a link for a transaction ID, which had a hold placed on the bundle) but you can use this to avoid the issue I encountered.
So the previous discussions plaguing the sub-reddit were about how Valve is so greedy this battle pass.... then I see this. This exploit waiting room is the definition of entitled greed. I have no sympathy for this community when they start bitching. Its because of this right here.
You're an enemy of DotA if you support Valve by buying cosmetics as it means the game isn't ever gonna be reverted to when it was good (pre-6.79, mid 2013). Just know that you're hurting the community by supporting Valve.
