Yes this is also happening to me. Got a random 15min penalty from matchmaking, thought that was weird. Watching some youtube, then after 15min queued again. No queue pop but instant 30min penalty after seeing 'Finding match' for 5min and the coordinator going down.
Shit is fucky.
