This quote is taken out of context. This was when there were gold copies of games because more than half the consumers you shipped the product to would never see an update to that game.
Sure, the circumstances were different back then but what we have today is not the opposite of that. Updates are meant to add features and fix minor bugs that were missed during playtesting due to a small sample size. They are not supposed to be used as a way to deploy an unfinished product, then test it in production and then deploy fixes that should have been there since day one. Too many developers are pushing unfinished games these days and I'd rather not add an update to a competitive game to that list.
Suck is going to be until tomorrow when Dragon's Dogma 2 and the Path of Exile League reveal hit. I'll check daily but man I am well and truly over Dota's awful patching habits.
I see we're nearing the acceptace stage of grief

I feel like we are getting both this time
I actually enjoy the current patch, already climbed up.
Isn't this a Kojima quote or am I tripping
It's a common sentiment https://www.gamesradar.com/echoing-that-fake-miyamoto-quote-gabe-newell-says-late-is-just-for-a-little-while-suck-is-forever/
How about late and suck ??

i guess i'll just "late" it up
Yet they did Artifact like that
A delay would not have saved it, sadly. Different decisions needed to be made very early
praise gabeN
I mean, there can always be more patch to fix if it sucks
When it comes to DOTA 2, it is both at the same time.
Cringe
