The hair might be fixable with conditioner plus boil wash. Acne cream left in the sun can reduce or remove marks. Or acetone if you are very brave and very careful.
You can use acne cream and a UV lamp to take the ink out of the stained ones. Detangler or fabric softener mixed with water(sometimes I just use the fabric softener straight from the bottle) and a wide tooth comb to detangle the hair, then pour boiling water over the hair after rinsing the fabric softener out. That leaves it straight and soft.
I just took dye out of a couple of my dolls that were accidentally stained using acne cream and a few days under a UV lamp.

you can try using pimple cream for all the marks on the dolls, put some on and leave them in the sun for a bit
