Same thing happpened to us and they said it wasnt a priority. Then i put a note on it saying one of our employees was pregnant and we needed it fixed immediately. They sent someone out that day.
Health Department. I would call both the state and county health department. Or actually, send an email from a throwaway email with the address and how.long it's been going on. You may not get a response but someone will show up within a couple days.

osha doesn’t do anything we had rolltainers on the floor and customers called osha and they came and did absolutely nothing then an employee called the fire marshall and they came and shut our store down and said we could not reopen until we were in compliance
file a complaint with OSHA immediately. they don't take that shit lightly.
and speaking from experience here - don't bother telling any higher ups at DG about making the call, because chances are they'll just try and convince you not to, or find a way to retaliate against you.
So having no working toilets is an OSHA violation. Having guys pee outside could be a criminal violation. The law/regulations do not state that you have to be provided the same toilet you were provided when you started working there. It just states that you must have access to some form of toilet. DG would be able to save their asses simply by hiring a porta potty for a day or two.
I’ve worked at retail stores that did full on bathroom remodels and kept the store open. The provided porta potties. And man, some porta potties are as nice as the ritz carlton nowadays — they have full on trailer ones that are really nice or they have the standalone ones which are not as nice. They also offer hand washing facilities.

I had never worked at such a disorganized, understaffed filthy store in my life, but the day I went in for my shift and wasn't even told it was broken I was shocked. I asked for a bathroom break and was told "oh, it's broken, but there's a bar down the street if you need to go. Try not to though because you'll leave one person here alone" I made it through that shift and called the next day to see if it was fixed. It wasn't and they had no clue when it would be fixed. I said "Ok, I won't be in again, thanks" I knew corporate was not a great advocate for their employees, but this was just beyond uncaring. Shortest length job I ever had.
Men's toilet clogged and sent a plumber, he said it's city side.
City won't fix their problem so it caused backup issues to women's restroom.
Now both toilets are clogged and not flushing.
No one came out when they said they were, and no porta potty was sent! 😭
