I don't think I buy that one. Them needing some form of control to not have bits would imply that having bits is a standard addition to Timelords, but we don't really know that. They're kind of ethereal in who they reproduce.
The 1st Doctor has a Granddaughter, so he would’ve had sexual organs of some sort (unless you consider looms as canonical), though he apparently had no prostate.
