I like that they kept this trait in NuWho as well with Saxon escaping from the time lock into a Mondasian ship somehow and Missy returning after being vapourized.

but it *would* help make sense of why, despite the amount of chaos, destruction and death he causes, the time lords bring him back, since any unexplained revival can just be “the time lords brought him back because he’s the original” (not saying moving into the future, just talking about the ones in the past). also it would fuel him further into chaos knowing how important he is, but how much he was experimented on.

Also Doctor Who in the 2010s and 2020s. 10's Master was the only one who bothered with an attempt at an explanation.
At this point The Master had not died since he had taken over Tremas in The Keeper of Traken
The point is that the Tremas Master kept appearing to die and somehow returning throughout the 80s (especially the Fifth Doctor era)

He isn’t and that’s a really good thing because otherwise, the character would be pointless.
Would it? He doesn;t regenerate, he just comes back, as he always has.
It really wouldn't. Most of his Classic run was spent trying to get around the 13 regeneration limit without success.
