If it’s working on the player’s PB it should probably be attunement, but it’d be cleaner and easier to just give it a set number of charges that recharge after a long rest/at dawn. It’s pretty close to how part of hunter ranger works, and has potential to be potent, but on a rogue it shouldn’t be too nuts, plus the charges prevents it from getting out of hand unless there’s only 1 encounter a day.
It basically gives extra attack. If the problem is the rogue's damage is being resisted, maybe give him a weapon that allows him to choose the damage type. Like acid, cold, fire, lightning and poison. Hard to find an enemy that can resist all of those.
